A lot of research and development for smart cities has been performed over the past two decades and the results have brought out a consistent theme for smart cities; to be ultimately successful, smart cities require a fundamental shift in the planning, implementation and operations of the new intelligent communities.
Traditional applications and design elements need to be considered en masse and not be restricted through numerous layers of bureaucracy, approval cycles and typical lack of internal cooperation that will occur. City capabilities and features cannot be built in silos as vertical applications. These types of applications typically never reach critical mass for several reasons: (1) they do not encompass the entire geography in a comprehensive way, (2) they do not have access to the needed data or information to be successful, and (3) they are single purpose and lack the capabilities needed for intelligence.

New Model

With changes to city governance and policy making (such as universal data access and widespread broadband capability) you can provide a framework for systems and applications to work together in an intelligent solution. All aspects of design and development need to be driven and measured based off of indicators of how the implementation affects the quality of life a smart city is supposed to provide. Improvements in efficiency, convenience, reduction in risks and costs, and the ability to increase revenue or sales will be the metrics for measuring success of the implementation.

Smart is Not “Intelligent”

With cognitive and predictive capabilities, we can create intelligent applications. With a Smart City Platform, each implementation can be tuned to the needs of the particular architecture and ecosystem. Some may be a blend of multi-use commercial, residential and recreational districts, others could be more simple with a much narrower or cost effective focus. The Smart City Platform can still create a unified approach to give the best possible experience.
